  • "Running" isn't a capitol offense. Running does not directly endanger the public. Shooting at a running target does endanger the population, more than the runner, most of the time. Cops are lousy shots.

  • You can run away from them, if they come to your house you can tell them to go away. They can only stop you with force if they have any evidence and that is not just suspicion. I refused to sign a notice telling me not to contact someone, they had to just go away unless they can prove I'd done something wrong which they couldn't, so they took it away unsigned.

  • In many places he is permitted. It happened in PA not too long ago.

    A young man ran from police, would not stop, was shot in the back several times. He was found not guilty at trial with a jury.

  • You're only allowed to use deadly force if you have reason to believe that they are a threat to human life.
